What is the "What did you change?" box for?

Do watchers receive a notification when I review the page, add a description that says "no changes need to be made."

The main use of the "What did you change?" box is to provide a simple page change log in the Page History: https://confluence.atlassian.com/doc/page-history-and-page-comparison-views-139379.html#PageHistoryandPageComparisonViews-Accessthepagehistory
