"Leverage" is a pointless businees jargon word meaning "use" in this case.

"Use SQL scripts from file system or templates" means:   You can write SQL queries for yourself, and run them in Confluence to do reporting which appears on pages. The SQL queries can be kept in files on the server's disk, or added to templates to create them in pages.
