By the tags you used I can see your instance is from our Confluence cloud environment, my suggestion is that you raise a ticket at support.atlassian.com to our cloud support team so they can validate the steps you are doing and check the logs during the reproduction of that error. On Cloud instances only the cloud support team have access to the atlassian-confluence logs, which might have the information we need to better understand this error.
