User is in group with space admin permission but cannot change anything

This question is in reference to Atlassian Documentation: Assign Space Permissions

Hi all!

We're experiencing a problem with our local Confluence installation. We have a group called "confluence-space-administrators" that holds our Confluence power users. This group has the permission for all space administration tasks in all spaces:

Unfortunately this does not seem to work anymore. One of those users was trying to edit the user authorizations of the area, but the option ‘Configure area’ (bottom left) is missing:

If a space or a page have a special restricted access, even the space administrator cannot access them.

This is slightly different than what you are reporting but could be a clue. Basically see if the home page or space in general have restricted access.
