Unable to create a Team Calendar

Unable to create a team calendar. Using the macro insert the create button is grayed out.

When trying to use the { macro method we receive an error stating that there are no events. but do not have a way to create an event and the calendar is not present.

You could add event and calendar by navigating through 'My Calendar' > 'Add Calendar' > 'New Calendar' > 'Events Calendar'. You would be able to see My Calendar link from your dashboard. If you are unable to see the link, most probably there's some customization such as Third party plugins, stylesshet, theme, or layouts that interefers the calendar link to be shown. In addition to that please check whether all the plugin modules are currently enabled.
