Unable to change profile picture Edited

I can't change my profile picture here: https://id.atlassian.com/manage-profile/profile-and-visibility

I also can't click "Give Feedback" at the bottom left corner, clicking it does nothing. 

I also can't get help on support websites, because they need an email address entered in a field which is disabled and isn't editable, although I'm logged in.

That's why I'm writing it this way, a horrible experience.

Everything started to work after I let everything settle down for a couple of hours after creating my new account.
