Unable to add Confluence Cloud on the existing Jira account

I'd like to add Confluence cloud on our Jira account, but there is an error message as below and it brings to unaccessible loop. Is there any way to add Confluence on our existing Jira account?

You must signup for OnDemand before you can configure an OnDemand instance. If you already have an OnDemand account please check that it is linked to your current username.

Steps:

1. Log into your Atlassian Cloud (OnDemand) instance.
2. Click on the cog on the top right (next to your user profile) and select "Billing".
3. In the left hand billing menu select: "Discover new applications".
4. When that finishes loading Confluence should be one of the options.

You can now click on Confluence to add it to your account.
