I assume your account has expired. Cloud works on a subscription basis, so it needs regular payments. If payments stop, or if the site owners forget to pay (which is more likely), the site gets deactivated.
You’ll need to contact the site owners, the ones responsible for making payments, and ask them to renew the subscription. Don’t worry—your data is safe for at least 7 days, as Atlassian doesn’t delete Cloud sites immediately after payment stops.
