Template Instructional Text

Is it possible to use a multi-excerpt include as the instructional text in a template?

Hmm ... what are you trying to achieve. If you want to display text inside a template that should not be rendered on the wikipage, I use two approaches

1) include a {info macro "Read me first - and delete me before saving"

2) use the "scroll office" plugin macros to mark a certain text as "do not display on wikipage"

Oops - i justblearnd my knowledge is outdated. There even is a feature "instructional text" in the template editor now. See the doc reg. Creating templates
