Table properties

I am trying to edit a table and cannot see either a table toolbar or the 'fixed width' option on the actual table itself.  I found articles going back to 2019 on this same problem.

On the table, the 'distribute columns' is an inactive option. 

End goal = ensuring my table spreads across the width of the page with even columns when exported to pdf (on screen it looks ok, but loses the formatting on export).

Please help
