Table of Contents Not Working

Hi,

I have the Table of Contents macro set up and it's showing the right headers. But when I publish to page and click on the ToC links, it doesn't jump to that section in the page. Not sure what else needs to be done/changed to have it work and I've tried every possible combination of headers & styles.
