Space's css available to Confluence admins only?

Can a space administrator do custom CSS for the space? it appears the space's CSS tab is not available from Space Tools > Look and Feel if you are not a Confluence administrator. Only four tabs (Themes, Colour Scheme, PDF Layout, PDF Stylesheet) appear to a user who is a space administrator, but not a Confluence administrator.

Hello there, the Confluence administrator may not have the needed permissions to edit the space, nevertheless he can add the necessary permissions to his account, considering the is the admin.
