I am a space admin, when I hover over the watch button (in the top-right corner of the page), there is no 'Manage Watchers' shown.
I can confirm that I am the space admin based on:
1. My name is shown under the Space details - Administrators
2. All permissions is granted to me under the Permissions - Individual Users

Please re-login into Confluence and check once, you should be able to manage watchers if you have Space admin permission.

I have the same issue - I can't see find anyway to 'manage watchers' for a SPACE although I am an ADMIN for the space. We are using the cloud version of confluence.

I'm having the same problem with Confluence Cloud. I've checked 2 spaces for which I'm the admin, and I can only stop watching myself. No prompt to Manage Watchers.

Actually, I think I found the workaround right after posting my issue. If you are watching the space/page, then you have to stop watching first. Then if you click to watch again, a window appears that allows you to Manage Watchers.
Atlassian should fix this.
