To confirm, you're having the issue with 100% of your users, is this correct? Can you tell me if you've made any changes recently? Do you now or have you ever used an external directory for user management, e.g. LDAP, AD, SSO, Jira user management, etc?)
You'll want to have a user test logging in, and have a look at the Confluence Server logs. There, you will be able to see an error that states the reason for this message.
