Should @mentions suggest disabled users?

We have around 500 disabled users in onDemand (most of which created from a jira and subversion migration for 20+ years of history). These aren't a member of any of the onDemand groups and don't use any of our licenses, but are still suggested when trying to mention users.

Is there any way of changing this to not suggest disabled users?

Hi Mark,

That's a very understandable thing to need to do, although it's not currently possible to do it in Confluence.

There's a feature request for it at CONF-16477 (the People Directory is related to @mentions). I'd encourage you to vote/comment/watch the issue as you see fit.
