Remove label editor from template

I am trying to remove the label editor from all pages. In the Page Template, I've removed :

#if ($mode != "edit" && $mode != "edit-preview")

#parse("/labels/labels-dialog.vm")

#parse("/labels/labels-editor.vm")

#end

But the Labels editor is still visible for anonymous & logged in users.

What else do I need to do to remove the labels from my layout?

Should work. The only thing I can think of is that you edited a page layout file in a different space that what you're viewing.
