Is there a way to get a list of users who can view a page using RESTAPI?

Welcome to the Atlassian Community. You can check the content restriction for a page using the below API 

GET /wiki/rest/api/content/{id}/restriction

I'm not aware of such endpoint.

You can use Check content permissions to test, whether some user can view the page.
