Public facing confluence pages, export or print option

I have read a number of entries, and have not found an answer. 

I am looking to have a download to PDF to Print button "standard" on all my confluence pages. 

Right now, if a client is accessing our documentation we have to teach them to use the browser to print. It is annoying and time consuming.

You will want to take a look at the Marketplace addons, there are a number that can give you a way to print a page or export pages for users.  I don't promote one app company over another but there are a number of good ones if you sort by number of installs.

In the server days, I would create a macro and assign it to a button to print, but we don't have the same macro features in cloud.

Out of the box, no you can't do that. You would still need a couple of apps like one that actually gives you an html button to play with. And later you have to somehow take the export to PDF URL, https://youdomain.atlassian.net/wiki/spaces/flyingpdf/pdfpageexport.action?pageId=458358785&atl_token=8d0a0050a90f2fec1dc063c00ddcf048a6894ed2&unmatched-route=true

And to actually get somehow the current page id and to generate an atl_token (this I'm not sure that its dynamic, but don't see the reason to be static tbh).

And there is also an active suggestion about a print button. You should vote and follow https://jira.atlassian.com/browse/CONFCLOUD-37049
