I am using confluence 5.10.4 and jira software 7.2.7.

In the view page mode in confluenc;
When selecting text on a page and clicking on Create JIRA Issue, the functionality does not work correctly and does not display proper projects in dropdown list after selecting JIRA instance.
Also when selecting other JIRA instance, projects in dropdow list do not change and are static.

But in edit-page mode;
When selecting JIRA instance in JIRA macro, projects in the list are displayed without issues

It sounds like you are running into this bug:

Creating JIRA issues from Confluence is not updating the project list based on the selected JIRA instance selection

The workaround .jar file attached to the ticket probably won't work with Confluence 5.10.x, but the browser workaround in the comments section may help until your team upgrades to a fixed version:

1) I use Chrome, not sure if it works same in other browsers.
2) Get to the point where you select the JIRA instance. Select the one you want to work with.
3) Press F5 (Refresh).
4) The page refreshes.
5) Reselect the text you want to create issues from.
6) The correct JIRA instance is now the default and you can pick from projects on that instance.
