Predefined Labels with User Macro

I am building a Knowledge Base, and I would like to setup a predefined list of Labels for my team to choose, either a pull-down menu selection or a table format in my template.

The reason is those label names are associated to my company products name, and I do not want my team to make typo mistakes. Hence I need them to follow a standard style guide of how all product labels should look like.

At the end of the day, when we do a search on labels, so we can find all specific products that label correctly.

I reach thru the Confluence 6.0 complete guide, and there aren't a direct macro to achieve it, does that means I need to write User Macro?

Any advice is appreciated.
