Our company currently has a mailing-list for our news items, but we'd like to move the news items to be added as comments or sub pages of a confluence ondemand page.
I was trying to add this functionality through jira's incoming mail handler, so that it would create a comment to an issue, and then I'd have to figure out how to get the comments of the issue to workflow to comments on a confluence page. Ultimately, having the issue key in the subject is not what we want, as there are still external recipients of the mailing list, and they don't need to know the issue key.
Is this possible at all?

The only way to really accomplish creating pages in Confluence Cloud outside of through the product, would be to use the API - see https://developer.atlassian.com/display/CONFDEV/Confluence+REST+API+Examples.
You could perform something like this - https://developer.atlassian.com/display/CONFDEV/Confluence+REST+API+Examples#ConfluenceRESTAPIExamples-Createanewpage, which would create a new page in Confluence.

There is a Confluence plugin for the standalone/self hosted version that performs the actions you are looking for, but it is nor supported in the cloud environment - https://marketplace.atlassian.com/plugins/biz.artemissoftware.plugins.confluence.send-email-to-page
