I'm using Confluence and am unable to remove labels from a page. I receive this error:

"GraphQL error: Unexpected HTTP status: 404"

Any ideas?

It looks like your Confluence instance has a component missing which deals with the page labels.

If Confluence Server, let your admin know that a REST API module is missing - likely it's a plugin that somehow got disabled in the UPM -- if you're the admin, check your logs.

If Confluence Cloud, (get your admin to) open a support ticket with Atlassian.
