I am wondering if there is a plugin out there for limiting the capability to add and view comments to a certain group of people. We want the general population to use the Q&A features, we want editors to use the page based comments.
We are useing a selfhosted version of conflunce wiki.
Without any extra plugins I think you can achieve your aim.
You may remove the ability to comment from the confluence-users group and then add a group that you do want to comment to the space permissions, and add the comment permissions for that group, something like this:
