Permission Denied returned when accessing an attachment link even after a successful login

We have some situations that needs us to share a link of an attachment to email.

We get the link by right-clicking on the link of the attachment file and pasting this link to an email.

However, we notice that when we directly click on the link in the email when not yet logged in, we get a Permission Denied error even after successfully logging in.

However, when we click the link again the second time, we can access the file again.

Is this an expected behavior? It doesn't seem right that even logging in successfully, the user gets a Permission Denied error.

Please advice. Thank you!

I'm afraid to say that you've faced to a well known bug:

As you can see in the bug report, fixed version is Confluence 5.5.
