I am working with Confluence and Jira Cloud to set up a KB. I have created basic templates to use for knowledge base articles. These templates use variables, and when I create a new page based off this template, the Page Template Wizard appears as expected.
Since you cannot use templates other than Troubleshooting and How-To when using the Create an Article hyperlink in Jira, I have copied my template and pasted it into the default Troubleshooting article.
However, when I create a new page - either through Confluence directly or using the Create an Article link in Jira - the default page editor appears and not the Page Template Wizard:
