How can I can a user permission to view a page that has page level restictions in Confluence?

This is what you are looking for
https://confluence.atlassian.com/display/DOC/Setting+a+Page%27s+Restrictions

You have be one of the admins to set these restrictions.
In short summary all you have to do is go to page and click 'Tools' > 'Restrictions'.
And change settings accordingly.

As an administrator or author of the page, you can define permissions like who can view, edit the page by using the feature called 'Restrictions' in the tools menu of the page.
