Page Creation Limit?

Is there a limit to the number of people who can create a page from the same parent page in Confluence at the same time?

Nope, Confluence does not have any limitation to the number of people who can create a page from the same parent page in Confluence. However, we do have a Maximum Reported Usages documented which seems to be maximum pages reported is 80k.

Hope that by referring to this page, you will have a rough idea or picture because you always need to think about your Confluence performance too.
