On Confluence 7.13 page, it states PostgreSQl 10 and 11 are compatible. Does anyone know if it works with PostgreSQL 13.6 ? I assume it should backward compatible but just want to know if anyone successfully made it work?

Works, yes, but it is not supported, so do not do it in Production, stick to the supported versions. I've not tested it extensively, and it's a very small, low-load installation.
