Our Server that held the attachments was hosed - how can I get the old attachments ?

Depends on what you were backing up and how.  This is probably something that should go to the server system owners to ask.

By default, the attachments and the rest of the instance are backed up nightly to <Confluence_home_dir>/backups. You may check whether this is turned on under Confluence Admin Menu>General Configuration>Backup Administration.
