Blueprint is a combination of many templates. Please let me know whether access can be provided based section wise based on the templates used.

For eg : High Level Architecture portion of Application Manual Blueprint can be modified only by the Solution Architect and reviewed by Domain Architect whereas DSRS portion of Application Manual Blueprint can be modified only by Business Analyst and reviewed by Business Analyst Manager. Same Blueprint but different sections and accesses based on the same.

For customizing blueprint templates, you only need to be Space Administrator for the space that owns the blueprint. Per our Blueprints documentation:
Customize blueprint templates
Blueprints are made up of templates that can be customized for an individual space or the whole site. This means you can adapt the content of the blueprint pages to suit your specific needs. For example, you might update the Meeting Notes blueprint templates to include a heading for apologies.
If you have space administrator permissions, you can customize blueprint templates for the spaces you are an administrator of. You must be a Confluence Administrator to customize blueprint templates for a whole site. See Administering Site Templates for more information.
To customize a blueprint template for a space:
Go to the space and choose Space tools > Content Tools from the bottom of the sidebar
- Choose Edit beside the blueprint template you wish to edit
- Make your changes to the template and choose Save
Editing a blueprint template is very similar to editing a page template, except:
Be careful not to remove any macros that the blueprint page or index page may use to store and display information
You can't remove a blueprint template or change the template name
Other than the Space Admin permissions, it's not possible to limit access to edit to specific users. One thing you could consider is that you only allow Space Administrator access to those you would trust to edit the Blueprint (and the space).
