No links available when using anonymous access

I am logged in as the administrator for both JIRA and Confluence. I am trying to create a link between a project and a space and I get the following error: 

"Sorry, there are no links available when using anonymous access, check the permission configuration of the remote application"

I have confirmed that Accept Remote API calls is on.
