When I grant a user access to Confluence, they do not immediately show up in the People Directory. I have to click on an existing user which will give me this link for example:
https://chromeriver.atlassian.net/wiki/display/~colin.mease
And then I have to update the link with the new user's name:
https://chromeriver.atlassian.net/wiki/display/~john.smith
It is only once I've navigated to his/her profile page that they will show up in the People Directory.
NOTE: The user also does not show up in the autocomplete when attempting to assign a task (until after I perform the above mentioned steps)

Based in our scenario, I believe that the index is the problem there. Basically people directory rely on Confluence's index that way it won't store everything in the database. Since you're running OnDemand, you won't be able to do the following steps, so I'd suggest you to raise a ticket in our support channel that way our team can perform a rebuild of the content index from scratch.
This should do the trick.

Yes, you are correct. However, it seems like I should be able to reindex after any changes, since Jira provides you that ability. Hopefully that can be an enhancement in the near future.
