My host for confluence server got crashed.
I was able to recover the atlassian folder because there was a backup folder running. I only have that backed up folder with me. How can I migrate it to the cloud? I don't have confluence server running currrently.

...there is not a method for directly using a backup from Confluence Server to migrate to Confluence Cloud. You would need to set up a new server, restore the backup, and then execute your migration to the cloud.
If that is beyond your capabilities, you might want to consider reaching out to an Atlassian Solution Partner for assistance. I'm sure a partner that specializes in migration would be able to help you set up a new server, restore your backup, and execute a migration.

@Trudy Claspill is correct. You will need to stand up server again, then migrate from server to cloud. Depending on the version of your server this may be tricky and I also recommend reaching out to a partner.
