Merge cells option not appearing in Jira

I use merge cells often in Jira for tables. Last couple of days this option is gone from both the down arrow you get from highlighting multiple cells and table options and cell options drop downs that appear at the bottom of the table.

The odd thing is, there is a Bug open for this since end of last year:

Maybe you're confusing Confluence and Jira, as the Merge option is there in Confluence? Add your vote/comment on the ticket to help it give more traction, but it seems that it won't get a lot of attention since there haven't been any votes in over half a year so far.

Upon further inspection it seems to only affect existing issues which you want to edit. The issue is not there when you are creating a new issue (at least, not for me)

I've voted where it says "this affects my team" but I'm surprised it inly has 2 votes.

I see other forum topics where people are creating new Jiras, copying and pasting the table, merging the cells and then copying and pasting back again to the description… 

 It's a workaround, bit it's a bit odd that this is not fixed in two years and has a low priority…
