Ours is huge mediawiki instance with more than 20,000 content pages with 6k users.I have explored UWC but this is faliing to handle the huge number of content pages.
Can we write some code to fetch html content from mediawiki and publish this to confluence using api?

1) First of all - are you ready to pay for 6K active users?)))
2) What Confluence are you going to use - Cloud or Server?
3) Start from thinking on mapping from MediaWiki entities to Confluence, they are different. This will give you some structure. After that, look for API both MediaWiki and Confluence to use. As for me the best way here is to use REST API for Confluence.
There is another way to worth trying. Download the UWC tool's source code from Atlassian git repo. This is open source.
Add your code on top of it to make it work in your environment and convert the MediaWiki pages to Confluence. Even Atlassian suggest the same. This will save major part of your time if you are writing a new API based tool from scratch.
