I would recommend that you stop Confluence, and try clearing the plugins cache manually. Then you can start up Confluence again, and see if the issue persists.
If it does, have a look at your Confluence Server logs. For information on how to find those on your site, have a look at Working with Confluence Logs. Triggering the issue in the Confluence UI should generate an error, which will tell you what is causing the macro not to load.
If you continue to have issues, please let us know the following:
- What version of Confluence you're running
- Your database version
- Whether all of your users are experiencing the problem or not
- If the problem exists across all spaces and pages
- Any error messages you found in the server logs
- Confirmation that you were able to completely stop Confluence and clear the plugins cache
