Links in Table of Contents are not working at all

We're using Confluence 5.9.12 in my university.

All the links in the table of contents are not working.

I removed all Umlaute, all extra characters like ,()/ , created a blank test page with only standart letters, but no link ever works, even though the correct URL is shown. Refreshing the page then brings you to the desired location.

If you are using the Documentation theme, you may be impacted by:

Table of Contents macro links do not work when using Documentation theme

If that is the case, please try the workaround on the bug report.
