Linking attachments without version specified.

How is a user supposed to link to an attachment and have that link always point at the latest version of the attachment?

Isn't that the designed behaviour? You link to an attachment and the links always points at the most recent doc...

In fact, the current behavior is to hard link to the version number that matches the latest version. If I update the attachment the link is no longer linking to the latest version.
