We would like to restrict the ability to share a confluence page to just some of our users (staff rather than clients) This is possible for Jira issues, by restricting the global browse users permissions but doesn't seem possible for Confluence pages. Have I missed something?

I don't think this'll be possible, as anyone who can view the page can see its URL. Even if there were a restriction that disabled the share button, the page viewer would still be able to copy and send the URL.
