We have a number of licensed Jira users. We are now creating Confluence spaces where some of our Jira licensed users will not be able to contribute content but will be able to view content. In essence ALL our Jira users will be able to access Confluence, but only SOME will be able to create and contribute to spaces.
Do all Jira users in this example consume Confluence licenses?

all users able to access confluence, indendently if they are viewer/editor of spaces/pages, they will consume licenses.

you can allow anonymous users to view content. Then no license is needed.
By the way we try to convince management to allow adding comments (in order to change the company culture) ;)
