Hello, Some users have Jira and Confluence licenses. At this moment some users need permission only to Confluence , can I buy license only for Confluence ? or I need buy and Jira license ?

Welcome to the Atlassian Community!!

As you may be aware both are different products and don't have dependencies in terms of the license. You can generate quotes for Confluence with an extended user count. You don't have to buy Jira licenses for those users who really don't need them.
