Do we still pay licence for a suspended / deactivated users in confluence ?

No, deactivated users are not billable.
@Sarp Egemen is correct.
Deactivated and suspended users do not count towards your bill.
Also, if a user is in your user list and they do not have product access to confluence, they will not count towards your bill.

For a user to not count towards billing, a site admin should delete or remove the user from any synced user directory. To remove a user from a cloud site, see Remove or suspend a user.
Suspend access to remove a user’s access to your organization temporarily. You won’t be billed for a user when their access is suspended. Restore access to give the user access to your organization and products again. They’ll regain their roles and group memberships when this happens.
