Is there any free way to avoid overwriting of documentation by multiple people? (Confluence)

We use the attachment plugin/macro provided by atlassian, however our users have very limited permission in confluence. They can add attachments to any pages, but can not added labels or comments to those attachments or go into the attachment properties to add comments there either. Is there anyway we can enable this functionality with out giving them page edit rights? We have a problem where one person uploads an attachment, but multiple people will update the attachment(Usually excel or word doc), but for instance they will then upload their two different updated docs and inevitably overwrite one another in the process, which is causing a problem. What would be ideal would be some kind of document check-in/check-out system, but the two that are available on the marketplace won't work as one is outdated and the other is pricey? Does someone have a solution to this problem?

I'm looking for a free solution, preferably with out the use of a plugin.
