Hi, I've been asked to build a tracker similar to below. How do I do it in JIRA or Confluence?
What do you mean by a tracker?
Do you mean a simple table? This is easy in confluence:

If by a "tracker" you mean that you need to collect data from multiple Confluence pages (if you create a separate page for every new feature) and want to build a summary report to track the progress, you may use the Page Properties/Page Properties Report macros.
Here is a short 2-minute video tutorial how to use the macro in Confluence Cloud and how to enhance it with the Table Filter and Charts for Confluence app.
