Is there a way to lock editing an attached file in a page to only certain users?

I have a page that is for leaders (so limited access to the page), but with that page I want to limit who can access and edit the link documents, is this possible?

When users have Add Pages , Add attachments permissions we can't achieve this,

There is no direct methods to get this done.
