Is there a way to automatically label attachments to a page OR bulk label attachments?

Testing out the Label Tools plugin, but the documentation leaves much to be desired.

Confluence Command Line Interface has the

addLabels

action which can be used to bulk label attachments. You might want to combine that with

getAttachmentList or runFromAttachmentList
