Check out the Attachment Tools Plugin.

Davin, will setting a "Maximum Days Old" limit end up deleting anything across the site pages? I want to be able to end date and purge certain attachments, but nothing globally. Are the criteria set up per attachment? or per page? Thanks for your help!

It has global and space level options, but not down to page or attachment level options. You could submit a feature request though to the author. https://github.com/brettryan/confluence-attachment-tools-plugin/issues
