You can give "Space Admin" privileges to a user which allows them to use the Space Tools to configure their space. Then in Space Tools Look and Feel they can change the colour scheme or provide some custom CSS in the "Sidebar, header and footer" section using the "style" macro e.g.

Yes, if you make them space admins for their spaces.  But just one style sheet per space.

We use the "style" macro to add CSS stylesheets to pages.

O.K. So how do I grant admin access to just one space?
