Is there a way to allow users (not admins) to add CSS stylesheets to their spaces?

Yes, if you make them space admins for their spaces.  But just one style sheet per space.

You can give "Space Admin" privileges to a user which allows them to use the Space Tools to configure their space. Then in Space Tools Look and Feel they can change the colour scheme or provide some custom CSS in the "Sidebar, header and footer" section using the "style" macro e.g.

We use the "style" macro to add CSS stylesheets to pages. 

This is the right answer and shall be selected as such; because it is asking how not-admin can do it...

O.K. So how do I grant admin access to just one space?
