Is there a way for administrator to change notification settings globally in confluence?

Is there a way to change the notification set up in confluence? Right now, as we are developing pages we are making a lot of changes daily. While you can easily uncheck "notify watchers" when editing text/layout of the page, if you upload or delete images or attachments, watchers get notified of all those changes. Which right now is turning into a lot of notifications. We feel like this will annoy our watchers and as a result make them unwatch the page. Is there a way to change these automatic notifications?

From initial review of the mail configuration about your only option would be to delete your mail server from the server configuration. Not a good solution but a quick way to do it.
