we have on premises server on which installed version 7.3 confluence. For wiki page i need to have enable "Publish button" features same like we have for cloud like below

Can you please help me to provide a document which have details about "Publish" features for a wiki confluence page on server version. Is the plugins are available for "Publish" features

The page from cloud documentation you refer to is just the core functionality used to create, edit and update pages in Confluence. Out of the box, nothing fancy there. You could just as well replace Publish with Save and have a good idea of what the button does.
There are no plugins involved, neither on cloud nor on server.
